DaPortal/#14: Interface to assign bugs
The bugtracking is meant to assign bugs to users, but still does not allow it from the web interface.

The best would have actually been to list the project members in a select box. It is way simpler and more efficient.
The implementation is quite awful, it will need a serious cleanup, just like the whole "project" module anyway. It is there nonetheless.
